Cycling Plan 3.0
Initial Situation
The NRVP is the Federal Government’s strategic framework document for cycling policy. It sets out the fundamental guidelines for promoting cycling in the coming years, addressing new transport policy challenges such as the promotion of cycling in rural areas as an equal mode of transport, capacity issues in cities, and the increasing use of e-bikes.
Approach
The goal of the NRVP is to make cycling more attractive and safer, while also strengthening the sustainable transport network overall. Since 2019, the NRVP 2030 has been developed, among others, by PTV TC. In a participation-oriented process, thematic input papers are created based on the nine NRVP objectives, discussed in dialogue forums with experts, and prepared for inclusion in the NRVP.
PTV TC was responsible for the central topics of “Seamless Cycling in Germany – Continuous Bicycle Traffic,” “Urban Freight Cycling,” and “Vision Zero in Cycling.” Additionally, other work packages develop supplementary information, such as the economic effects of cycling infrastructure planning and the health benefits of cycling.
