Local Public Transport Plan for Regional Rail Passenger Transport in the Free State of Thuringia

Initial Situation

The Thuringia Local Transport Plan for regional rail passenger transport (SPNV) establishes the framework conditions for the development of SPNV in the Free State of Thuringia. The transport plan thus forms the basis for the future planning and financing of Thuringia’s SPNV.

Task

The local transport plan was to be updated for the period 2023 to 2027. This involved conducting a stocktaking from which recommendations for action could be derived. These were to be summarized in an action plan, representing the framework planning for SPNV. The process was guided by transport policy objectives and the resulting minimum standards. The investment and financing plan was to consolidate the necessary financial resources for the maintenance and expansion of public transport, additional investments, and operational expenses.

Approach

Within the scope of the work, the following steps were undertaken:

  • Classification and stocktaking of public transport in the Free State of Thuringia
  • Identification of perspectives for the further development of public transport in Thuringia, taking into account SPNV and state-relevant bus services
  • Formulation of objectives and guiding principles
  • Creation of a quality profile for public transport services (requirement profile with minimum criteria)
  • Derivation of action strategies and measures
  • Development of a target concept for 2023–2027 and definition of additional fields of action
  • Identification of further development perspectives for SPNV beyond 2027
  • Preparation of the investment and financing plan
  • Reporting and scheduling (work meetings, workshops, presentation of results at the Thuringian Ministry)
  • Hearing, creation of a synopsis, and revision of the draft

Results

With the updated local transport plan for regional rail passenger transport (SPNV) in the Free State of Thuringia 2023–2027, the client was provided with a framework plan in which the state’s transport policy objectives were translated into minimum criteria for service quality, and the corresponding measures were described.

Public transport in Thuringia is thus being further developed in an integrated manner, linking SPNV with state-relevant local bus services. Key focal points include ensuring accessibility, expanding the SPNV network in line with upcoming service tenders, and integrating with regional bus transport.

Infrastructure requirements and the resulting measures were identified and specified. Additionally, development perspectives for public transport beyond the planning period were outlined to support the long-term advancement of public transport in the Free State of Thuringia.
