Local public transport plan Krefeld

Introduction

The city of Krefeld prepared the 2022 update of the 2013 local public transport plan (which was also created by PTV). For this purpose, PTV Transport Consult GmbH was commissioned with the substantive development as well as with supporting the city in the comprehensive participation process. Project Description

The focus of this update of the local transport plan was particularly on the definition—and exceptions—regarding the achievement of full accessibility in public transport, as well as on the further development of bus and tram services. Based on the analyses and the previously prepared Krefeld 2030+ mobility concept, proposals for measures were to be developed and a prioritization of further studies on tram extensions was to be established.

Approach

After developing a transport model including the public transport services, conducting an inventory of the necessary structural data, compiling all overarching plans, and carrying out a comprehensive weaknesses analysis, minimum standards (service standards and quality standards) for the further development of public transport were defined. This was done with regard to the heterogeneous structures in the individual city districts, their differing population distributions, and important destinations within the city. Based on this, measures were defined to address the identified weaknesses. In addition, proposals from the mobility concept were reviewed and recommendations for follow-up were made. A key focus was the prioritization of further studies for proposed tram extensions, taking into account the expected passenger potential and anticipated costs.

Standards were developed for accessibility. The main focus here was the categorization of stops to define the necessity and urgency of making them barrier-free. This included considering the facilities served by each stop, their position within the network hierarchy, their location within Krefeld, and passenger volumes. As a basis for prioritization, the current level of development and equipment of all stops was recorded and a database was created. The participation process included events for stakeholders and citizens. For ensuring accessibility, continuous and intensive exchanges with disability associations were conducted. Formal involvement of institutions and authorities followed.

Results

The developed service concept included proposed measures for additional regional rail (SPNV) stops as well as tram network extensions. For bus services, measures to close service gaps, increase line frequency, and create tangential connections were primarily examined, and a recommendation was made. Many measures require further studies during implementation. Additional measures were suggested, such as acceleration measures, expansion of the on-demand service, and mobility hubs.

As a basis for the assignment, it was justified that the bus and tram network should be considered as an integrated unit. To achieve full accessibility or to define justified exceptions for stop upgrades, a corresponding list was prepared, which forms part of the public transport plan (NVP). On June 21, 2022, the public transport plan was adopted by the City Council of Krefeld.
